Charles “Charlie” Montalbano, PE, has successfully managed greater than $1 billion of construction projects over his 30 plus years in the heavy civil construction industry within New York and New Jersey.

Charlie began his career with the Army Corp of Engineers in the New York region and in 1986, he accepted a Project Superintendent position with E.E. Cruz & Company, Inc.

Over the next 28 years, Charlie would earn his way to Senior Vice President, building major infrastructure projects in the metropolitan area including The Flushing Bay CSO, Rahway Valley Wastewater Treatment Plant Expansion and the construction of the Second Ave 96th Street Station Project.

Charles then spent one year working for the General Contractors Association as the Director of Labor Relations. In this position he was responsible for managing all of the Collective Bargaining agreements and resolving labor issues between the GCA members and the various unions.

In 2015, Charlie joined CCA Civil as Vice President of Operations and within a year was promoted to President. At CCA Charlie oversaw the LIRR third Track Expansion, construction of the Wittpen Bridge and the rehabilitation of the Pulaski Skyway.

In 2019, Charlie joined Railroad Construction Company, Inc. as Vice President of Operations. He manages the operations of each project and provides recommendations while overseeing project costs, assists in resolving union issues and interacts with the various Owners.
