Al Daloisio, Jr.
Chief Executive Officer

Al Daloisio, Jr. is the CEO of Railroad Construction Company (RCC).  Al is the third generation of family leadership beginning with the start of the company in 1926.   Al’s first jobs as a teenager were sweeping the warehouse floors,  sorting material as well as servicing trucks and equipment.

Since those early years, he has been involved in every function of the company rising to CEO and growing the company to what it is today, operating up and down the East Coast.  Al’s passion is a deep commitment to his co-workers at RCC, this commitment is evident on a day-to-day basis where Safety, Quality, Productivity and Having Fun are the motto of the company.

Al’s commitment goes beyond the confines of RCC, where is he very active in the industry and its advancement serving on multiple boards. He also believes in the company’s mission statement of sharing our resources to benefit others. He has and continues to sit on the Board of many charities.

Joe Vaccaro
President

Joe Vaccaro is the President of Railroad Construction Company (RCC) with over 20 years of experience at RCC.  Joe began his career as a high schooler working with his dad.  His career would take him up and down the East Coast and on occasion out West learning and growing along the way.

He performed many roles in the field as a laborer, superintendent, and project manager.   Joe started at RCC as an estimator and rose to chief estimator and eventually President at the start of 2024.

As president of RCC, Joe is responsible for providing strategic direction, overseeing financial performance and ensuring operational excellence.   His role involves developing and executing long-term strategies, managing budgets and ensuring projects are completed on time and within budget.  Joe also focuses on business development, building client and stakeholder relationships and maintaining compliance with regulations and industry standards.   Helping lead the executive team, fostering a positive work environment and promoting innovation and technology are crucial aspects of his position.

Joe is also very involved in the industry as a member of the Moles and Beavers and serves as the co-Chair for the Oasis Golf Committee.

Dan Cipoletti
EVP – Chief Administrative Officer

Dan Cipoletti joined Railroad Construction Company (RCC) 2022 as Executive Vice President / Chief Administrative Officer at Railroad Construction Company, Inc.  He has responsibility to lead the headquarter operations of the company with a goal of driving efficiencies and advancement to the operations.

Prior to RCC, Dan held multiple leadership positions within the technology industry where he developed strategic portfolios, managed profitable P&Ls, led cross functional teams and drove operational improvements across the businesses.

Dan is very active in the community and charitable organizations.   He is a board member of Eva’s Village in Paterson NJ, since 2009 and has served 9 years as an elected Board of Education member and 7 years as a Library Board of Trustees in West Caldwell, NJ.

Dan holds a Masters of Business Administration (Marketing) and a Bachelor of Science (Finance) from Seton Hall University.  He also has Executive Education degrees from the Kellogg School of Business (Northwestern University) and the Columbia Business School.

Bob Paz
Chief Financial Officer

Bob Paz joined Railroad Construction Company (RCC) in 2016 as CFO and began restructuring the financial organization of the company, facilitating the implementation of a new job cost and accounting system, working hand-in-hand with multiple departments to ensure a more user friendly experience.

His assistance in establishing a new banking relationship, expanded the company’s line of credit and increased RCC’s bonding capacity, allowing the company to bid competitively for larger projects.  Each of these accomplishments aligned RCC appropriately for the successful transition to an ESOP. Giving co-workers a significant stake in the company enhances morale and attitude, translating into improvement in the company’s bottom line, ultimately providing job security and keeping the business in the community.

Bob is very involved with various charity organizations embodying his commitment to community service.  He participates actively as a member of the Board of Trustees for St. Joseph’s Hospital since 2016, and he is also a member of their finance and audit committees.   Bob also lends his time to Eva’s Village, Oasis and the Boy’s and Girl’s Club of Paterson.

Bob is a graduate of Rider University is a licensed CPA and previously worked at SAX LLP for over 30 years.

Charlie Montalbano, PE
Vice President of Operations

Charlie  Montalbano, PE, has successfully managed major infrastructure projects over his 40 plus years in the heavy civil construction industry within New York and New Jersey metropolitan area .

Projects such as The Flushing Bay CSO, Rahway Valley Wastewater Treatment Plant Expansion, the construction of the Second Ave 96th Street Subway Station Project and the Passaic Valley Flood Wall Project.

In 2019, Charlie joined Railroad Construction Company, Inc. as Vice President of Operations. He oversees all field operations.

Charlie is a Civil Engineering graduate of Rutgers University, a registered Professional Engineer in the state of NY, a Mole and has an MBA from NYU Stern School of Business.

Jack Tobin, PE
Vice President

Jack Tobin, PE has spent nearly four decades working in the heavy highway and civil construction industry.

He began his career in the field on project management teams of self-performing general contractors. He has worked diligently from carpenter apprentice to vice president and contributed to projects critical to the New York Metropolitan infrastructure as structural superintendent, field engineer, project engineer, project manager and project executive.

Jack has managed procurement and provided executive project oversight for PANYNJ, MTACC, NJTA, NYSDOT, TBTA, NJT and NYCT while performing cut-and-cover tunnel construction, slurry walls, drilling and blasting, underpinning and deep foundations.

Jack has experience in rail and vehicular transportation, water and wastewater treatment facilities and utility construction.

Lauren Elsaesser
Vice President

Lauren Elsaesser has been with Railroad Construction Company, Inc. (RCC) for more than 35 years.  She began her career early on as a receptionist and she worked her way through all aspects of the accounting department.

She graduated from Saint Peter’s College, though her education stems greatly from the experiences undergone during the years of incredible growth of the Railroad organization.  As the Corporate Treasurer and Vice President of Finance, Lauren is responsible for daily financial transactions, preparation of financial statements and the supervision of co-worker compensation as well as the associated retirement benefits.

Outside of the office, her time is spent fulfilling her passion of animal rescue.

Dedicated, driven and compassionate, Claire Caputo has nearly three decades of experience, working with Railroad Construction Company, Inc.

In addition to overseeing the day-to-day operations of the accounting department, Claire is devoted to working with fellow co-workers to streamline processes and procedures, enabling the company to grow strategically in an efficient and successful manner, while remaining true to our company motto: Safety, Quality, Productivity and Having fun.

When she isn’t working alongside her co-workers, Claire maintains her commitment to fulfilling the company’s mission, especially sharing our resources to benefit others by volunteering with Habitat for Humanity, Oasis – A Haven for Women and Children, Eva’s Village and St. John’s Soup Kitchen.
